National All-Star Hockey League Rule Book
The NASHL is an FHLSim based re-rate league.
Note - anything in red has been updated for the new season!
As long as you follow hockey, or know something about it, this should be quite simple. You're a GM, your goal is to make the best team in the NASHL by making trades, signings, releases, and editing your lines.
Step one - before doing anything else, you must e-mail the Commisioner or the League Recruiter to exppress interest in joining. Tell them your name, your prior FHL experience, and also state which team you are interested in and why.
Step two - if you have talked with the Commisioner or the League Recruiter and they have approved you, then go to the NASHL Forums to register. When registering you must have the team name as part of your username!
Here's what a run-through of one season might look like:
1. Entry Draft - 2-3 days
2. Few Exhibition Games
3. Regular Season
4. Trade Deadline (after 80% of the season)
5. Post Season (trading is allowed again but all trades are processed in the off-season)
6. Off-season Begins; Awards Presentations; Retirements - 1 day
7. Free Agency, Training Camps and Prospect Creation - about 7 days
8. Next Season (starting with Entry Draft)
On the Ice
Roster
The rosters will consist of a minimum of 20 players and maximum of 25 on your
Pro Roster. The rest of your players can be sent to your farm with a maximum
of 25-30 farm players.
Limitations - VERY IMPORTANT
As always, there are certain limitations. One of these is the salary cap! The salary cap is now at $50 million - 100% of your pro roster salaries and 10% of your farm salaries count towards this cap. At all times you must remain under the salary cap. If you need to check how much room you have, I have recently added it to the site - Salaries.
If a team is over the salary cap before game time at 7:00pm:
1st Offence - top player suspended 1 game
2nd Offence - top player suspended 3 games
3rd Offence - top player suspended 5 games
4th Offence - top player suspended 10 games
5th Offence - top player suspended indefinately
6th Offence - GM risks suspension or removal from the league
Please take me seriously on this. Milan Hejduk is a prime example. In season 1, the Avs were over cap and didn't get under it for about a month. Result was that Hejduk ended up being suspended for 20-30 games before the suspension was lefted upon being traded to San Jose.
If, at the end of a season, any team has negative finances, their team will be bought out. This means we will re-introduce some of the old-school teams like the Quebec Nordiques, Montreal Maroons, New York Americans and Minnesota North Stars! Also, one player will be removed from the team and sent to Free Agency (decided by commish) and the team's finances will be set at the $10,000,000. They will also have a new arena which will be set at X amount of seats (X being the number of seats that your arena had - say you become the NY Americans, you will play in the Madison Square Garden which seats 18,200). Finances
Each team has a certain amount of money, usually depending on how well the team is performing.
How do I get money?
Every team makes a set amount of cash each game, depending on how many people attend the game (based on how many 80+ OV players are on the team). Game revenues also depend on ticket price, which can be changed simply be e-mailing the Commishioner and saying you would like to change your ticket price, what team you are, and what you would like as the new price. Prices are automatically set at $40 per ticket. You can also acquire cash in trades.
New for season 3 - Endorsements! I am currently working on endorsements for the league, so come season 3 you can make endorsement deals to earn cash, keep in mind team funds will drop to $10,000,000 so money will be a lot harder to come by, making it more valuable.
What can I use money for?
Money can be used for many things! For starters, money can be used to make endorsement deals. Other than that, you can spend money on Signing Bonuses when attempting to sign or re-sign a player. You can also use money as trade bait or for Training Camps during the off-season.
New for season 3 - Arena Upgrades! It will cost $1,250,000 per 1,000 seats to upgrade your arena, and seats must be bought in increments of 1,000. Arenas can have a maximum of 25,000 seats!
Schedule
Each season will be a total of 82 games. There will be 16 teams in the playoffs,
same format as the NHL. The offseason will be around 3-5 weeks, then we will
have a short 4 game exhibition schedule and then the regular season.
Injuries
There is a certain percent chance that your players will be injured during the season. It could be as short as 1 day or as long as the entire season, so prepare for the worst, don't rely on 1 player to carry your team because if he gets injured your team is screwed until you get him back. Also, players are worth a lot less on the trade block when they are injured.
Team Management
Trading
A simple matter of getting 2 or more GMs to agree on a deal. Tradeable assets include players, draft picks, cash and player rights (off-season). When everyone has come to agreement on the trade, post it in the appropriate section on the NASHL Forum. The Trade Committe will then review it, and if it is acceptable, they will pass it on to the commish who will then process the trade and update the league files so you can send in new lines! But remember - once you agree on a trade in the trades section, you must stick with it, failure to do so will be punished severely
Trade Deadline will be done after 80% of the season has been completed.
Trade Committee
The Trade Committee (hereafter known as TC) will consist of 5 members - 3 main members, and 2 backup members in case one or more of the main members is involved in the trade being reviewed. Each season the TC will be completely rebuilt. Anyone wishing to be on the TC will have to submit their names, then we will have the entire league vote on who they think will be best.
UFA's/RFA's
These are the players that you can sign. All players have contracts. When this
contract runs out he can become an Unrestricted Free Agent or a Restricted Free
Agent. Players under the age of 27 at the end of a season are considered RFA's.
At the end of each season you can sign an unlimited number
of RFA's as long as 1) You do not exceed the salary cap; 2) The player agrees
to the contract. They can still be signed by anyone but you have to give up
draft picks to the team that own's his rights. The amount of draft picks will
be determined by the amount of money the contract is worth.
Teams with no GM will autmatically have all players re-signed! We like to keep our GM-less teams competitive so that they actually get a GM in the future, no one wants a team that loses all it's good players to Free Agency.
As for UFA's you may resign up to a maximum of 3!
NOT ALL PLAYERS WILL SIGN FOR THE SAME CONTRACT OR LESS!!! It all depends on how they perform during the season!
Again, when offering contracts you must stay under the cap.
During the free agency period, to make an offer for a player there will be a board in the forum and under it you make a thread for the player you wish to make a bid for. Anyone can follow suit and the bidding ends after 24 hours when nobody else makes an offer.

Waivers
Waivers are for players who are over 26 with a minimum 10 games played. When
you send a player to the farm that meet that criteria, they must go through
waivers and stay there for 48 hours. Those who want to claim a player must post on the forum in the designated section a claim to the commish with:

If more than one team wishes to claim a player, the team that is lowest in the standings has the advantage of signing the player.
Releases
To release a player, just email the Commish saying who you want to release. When releasing a player, 100% of his salary
for that year will be subtracted from your total salary. Released players can
then become UFA's and can sign anywhere.
If the player has 2 or more years left in his contract, you must buy out his contract, meaning you pay the rest of it out of your finances.
Example - you want to release Peter Forsberg who is being payed $5,000,000 each year for the next 3 years. You must pay $15,000,000 out of your team's finances then you may release him to Free Agency.
Re-Signings
Unless re-signed, players with 1 year remaining on their contract will join the open market come off-season. Offers may be sent to our Player Agents, who will decide (based on contract length and value, age of the player, players' stats and the players' playing time) whether or not the player accepts the offer. Depending on their ice time, the player may no longer wish to play for your team, and will not accept any offers.
Offers may be sent ANY TIME after the 20 game mark of the season.
Fun Off-Season Stuff
Player Re-Ratings
Player reratings will only occur during the off-season. First off, players will get rerated by the sim based on how they perform in the season. If you are not satisfied with the rerate, each team will be given the option of appealing for a rerating of 5 of their players. To appeal for a rerate, send an email to the commish which includes the player's name and an honest re-rate along with something to backup your re-ratings (stats).
Awards
Same as NHL. At the end of each season, just before retirements, we will present the years awards. For some awards (such as GM of the Year) I will email everyone the awards ballots.
Retirements
NHL retirments will not affect who retires in the NASHL. To retire players, I have a program that will create retirements for me! But if it doesn't go to well I will be using the dice method again. The 'requirements' for dice method are shown below.

Prospect Creations and Training Camps
During the off-season, you will be given the chance to have up to 5 of your prospects created. If you have prospects that have already been done by DVHL, please e-mail them to me and I'll create them right away. If you notice your prospect is already playing in the NASHL, or is on the Unassigned list, please e-mail me to let me know so I can delete the prospect.

For Training Camps, you will have the option of sending 4 players to training camp. These camps will focus on certain attributes (see below). Only players who are 26 years of age or under with a rating of 75 and under are allowed to partake in these training camps:
